Partnerhsip Agreement between NICE(UK) and NHIA/CDE(Taiwan)

In response to the expectations from various stakeholders and the public regarding innovation and cutting-edge technologies, and the need to optimize limited healthcare resources, it is crucial to allocate resources effectively based on evidence. Globally, the trend is to utilize Health Technology Assessment (HTA) to provide scientific decision-making support and achieve diversified participation, assisting decision-makers in evidence-based decision models aimed at enhancing patient access to innovative medicines.

Our delegation, led byDr. Chung-Liang Shih, Director-General of the National Health Insurance Administration, Dr. Chao-Chun Wu, Director-General of the Health Promotion Administration, and Dr. Shyr-Yi Lin, CEO from the Center for Drug Evaluation, visited the National Institute for Health and Care Excellence (NICE) in the United Kingdom on May 18, 2023. During this visit, discussions with NICE officials and representatives from the National Health Service (NHS) focused on operational models of the Innovative Medicines Fund (IMF), the Cancer Drugs Fund (CDF), HTA methodologies, and Managed Entry Agreements (MEAs). 

On May 18, Director-General Chung-Liang Shih, CEO Shyr-Yi Lin, and NICE signed a partnership agreement, aiming to deepen information exchange, personnel training, and cooperation. This collaboration aims to enhance the application of HTA, refine value-based assessment processes for new drug reimbursements, and optimize resource allocation to improve patient access to medications.

This agreement focuses on personnel training and technical workshops related to HTA. Through this partnership with NICE, we look forward to gaining firsthand insights into the latest trends, evaluation processes, methodologies in HTA, and the application of real-world data, as well as financial operations related to the IMF and CDF. The National Health Insurance Administration is eager to share its advancements in big data management and artificial intelligence with NICE, fostering a mutually beneficial collaboration.
